Ethanoic acid is CH3COOH 
1. Since it is a weak acid it reacts with carbonate giving off carbon dioxide.
    CH3COOH + CO32-  CH3COO- + CO2 + H2O
2. CH3COOH + NaOH  CH3COONa + H2O
    Hence it neutralizes NaOH solution
3. Acids turn blue litmus red. Since ethanoic acid is an acid it shows this test.
4. Weak acids are partially ionized in an aqueous solution by definition.

Option B: 1 and 4 are correct
