(a) Light travelling along a normal is not refracted.
The light ray that travels along normal will not get refracted and passes undeviated. When light ray hits the another medium at normal it make an angle of 90° with that medium. 
(b)
Light bends when it passes from water into air. We say that it is refracted.
When light ray passes from any denser to rarer medium or rarer to denser medium, we see the refraction of light takes place. When it travels from denser to rarer it bends away from the normal and when travels from rarer to denser it bends towards the normal.
