Actually No (even though i too had set 3 but it was All India and a similar question )..Decentralisation is a systematic delegation of authority (like superior to his subordinate then to his subordinate ) in an organisation whereas in that question it was clearly given that work was given to those two only (and none below them and this was the only difference between these two) who were the subordinate and exercising initiative (same with the later one) is also a key point of DELEGATION

Decentralisation is also known as ' Everything which goes to increase a subordinate's role in an organisation'. Then it can be right too ??

there are many answers for that question.. which fits the situation.. it can be according to the jurisdiction of the checker

well that's the feature which applies IF there is Decentralisation .Here by nature of question it must be (and is) Delegation
