"Spinning is centralised in Maharashtra..." means that process of converting the fibres or the cotton wool into threads and yarn was common and done at the same place but the weaving means making clothes from the cotton fibres was distributed to include various types of traditional designs in them from all over the places in India.

The second sentence "India has world-class production in spinning..." suggests that even though there was the production of good cotton yarns the good quality cotton was exported to other countries leading to a poor weaving of clothes that were of low quality. Also, they were woven using handloom, powerloom, and mills.
