Solution

Take a pycnometer and pour some amount of water in it. Now note down the level of water at the pipe. Now change the temperature of the water from 0 to some say 10oC. Now check the changes in the level of water. You can see that the level is minimum at 4oC. Now since mass is not changing so the density is maximum at 4oC.
Most important phenomenon is in winter lakes, river or sea freezes from the top. Now since ice is bad conductor of heat, after some thickness the heat from water can't be radiated to the atmosphere again.  That keeps the water bellow the ice in liquid from and warm.
Because of the above phenomenon, lots of life can be supported inside the freezing lake and river in winter.
