The moderator is a material with a mass approximate equals to the mass of a neutron such that, when a neutron collides with it, the neutron will lose energy and it will get slow down. Graphite acts as a moderator in the reactor by slowing down fast-moving neutrons in it.
The slow down of neutrons is necessary because slow down neutrons are low energy neutrons and have a much higher fission cross-section which means the probability of causing fission is high whereas fast (high energy) neutrons have a low probability of fission.
Graphite is used as a moderator because
1) Graphite can absorb neutrons to a minimum extent.
2) Graphite has a high scattering cross-section that is it scatters neutrons.
3) Graphite has a high logarithmic energy decrement. So it loses more energy in every collision.\
