Complete rings (taenidia) in cockroaches have chitin which is a very hard and tough substance and prevent the collapsing of the trachea.

i think you are thinking abt the incomplete tracheal rings of human beings..... i dont know abt roaches but in humans, food pipe is present behind trachea so the cartilaginous rings are not able to make a complete round and hence remain incomplete...
