Q1) Compare the irrigation methods followed in ancient times versus present govt. efforts?

During ancient times, irrigation methods were mostly local and small scale. Thus, villages would construct ponds or wells from which water would be sourced for irrigation. Or villagers may dig small canals linking farms to the local river.

rIn contrast, irrigation methods followed by present day governments rely on large scale projects. The government constructs huge dams to store water from a large river. The stored water is then transported over vast distances through canals to distant farms.
