to compare y and z we have to see there resonating structures
if you have a look at y's structure you can see that more number of resonating structures can be formed onr through the lone pair double bond conjugation of the 1st oxygen and one with the other oxygen's lone pair
while in the z's structure we can only make one set of resonating structures with the only oxygen's lone pair
