Responsibility arises out of superior subordinate relationship, once a task is assigned to subordinate by his superior it is his duty to perform task perfectly. He becomes accountable for final outcome of his work to his superior.
Hence its true that responsibility is dervived from authority and accountability is derived from responsibility.
