Scrotum are divided into two sacs, it is just a structural modification or is their any reason behind it?

Scrotum is a pouch of skin that hangs between the legs. Testes lie in scrotal sacs. The scrotum acts as a thermoregulator and provides an optimal temperature for the formation of sperms. Scrotum is divided into cavities through a connective tissue membrane called septum.
