Please explain why the answer cannot be (4). The correct ans given is (2). Please explain the 2nd option also

Answer is 2) Third base can establish hydrogen bond even with the non complementary anticodon.
Wobble hypothesis is the explanation of the degeneracy of codon (which states that one amino acid can be coded by more than one codon). Wobble hypothesis explains that t-RNA containing one amino acid can bind to more than one codon which depends on the non precise base pairing between the third base of the codon and first base of the anticodon of t-RNA. This explains the second option of the answer.
Fourth option explains that the major cause of degeneracy is the  first two base of the codon which is incorrect because non precise base pairing occurs between the ​third base of the codon and first base of the anticodon in wobble hypothesis.
