Yes, I agree with her because when the object is at rest, its velocity is zero which in turn means that its acceleration is also zero. Several forces may act on it but they cancel each other. When the object is in motion and moving with a constant velocity, its acceleration is zero. Even in this situation, several forces may act on the object which balance each other.
