The rationale of public sector enterprises are:

1) Economic Development: The public sector contributes in the  creation of infrastructure and growth of basic industries like transportation, communication, power, etc. The development of infrastructure is a basic requirement for an economy to develop and grow.

2)  Balanced regional growth: The private sector ignores the backward areas, but public sector focus on these areas by setting up large projects in these areas and spend huge costs in the development of infrastructure in backward areas. In this way, public sector contributes to balanced regional growth.

3) Employment creation: The public sector has created a lot of employment opportunities. The public sector has even contributed a lot towards the improvement of working and living conditions of workers employed in the public sector.

4) Self reliance: The public sector has helped in reducing imports by producing goods within the country. The exports have also increased which in turn has helped in bringing foreign exchange to the economy.

5) Public welfare: The public sector serves public by providing essential commodities at cheap rates. It also protects the interest of workers.
