When the side arm of the given angle other, then the base is subtracted from the other side then we make triangle in the upward direction else we make triangle in the downward direction.

In the given example,

Since ∠Q = 60° is given and PR is not the arm of ∠Q hence the given triangle will be drawn on the downward direction.

However if PQ – PR = 2 cm would have been given the triangle would be drawn in the upward direction.
