The modern city built by the french in hanoi was not far from the ills of hygiene and sanitation issues .Explain.

The French planned to create a modern Vietnam and decided to rebuilt Hanoi. But due to lack of proper planning  and care, parts of Hanoi which consisted of local people suffered a setback. The sewage pipes, the stagnated waters were not taken care of. This lead to the spread of plague. The entire Hanoi came under the grip of rats and the problems created by it. So, Hanoi was not far from the ills of hygiene and sanitation issues.
