The production cost of hydroelectricity is cheaper than the electricity produced in thermal power station. Explain why?

To produce thermal power we need large amount of coal each day .Now to bring up the coal from beneath the ground , to clean it , transport cost to the thermal power station makes it costlier .
But in case of hydro electricity there is low cost as water is available in the dams and there is production cost of water etc .
