"The stability of an multi electron atom is because total attractive interaction are more than repulsive interaction. In general the repulsive interaction of the electron in the outershell with the electron in inner shell are more important." -NCERT. Why the repulsive interaction of the electron in the outershell with the electron in inner shell are more important ?

The repulsive interactions of the electrons in the outershell with the electron in inner shell are more important because it governs the atomic size and ionization energy of an atom. The outer electrons experience less nuclear charge due to repulsion from the intervening inner electrons. This is called shielding effect.
