$$\begin{gathered} 4x+9=(\frac{1}{3}\times x)+31 \\ 4x+9=\frac{x+93}{3} \\ 12x+27=x+93 \\ 12x-x=93-27 \\ x=\frac{66}{11} \\ x=6 \end{gathered}$$
