This is a cyclic compound. It has OH as main functional group. So we start counting from right. But is counting from the reverse side possible too?

Yes, we can take the order in reverse manner also as this would not effect the IUPAC name. IUPAC name of this compound is 4-chlorocyclohexanol. This is due to the reason that in both ways other substituent which is functional group in this compound gets the same numbering. If the number would differ by taking count from both possible ways then we would consider only that numbering order in the  longest chain which would give the lowest number to the substituent or functional group. This is done according to IUPAC naming convention.

It is not a neceassary task to do it while naming a compound . The only thing you have to keep in mind while naming is that the functional group should make the LOWEST NUMBERING from either side.
