Dear Student, 
Transcription is the process in which DNA segment is copied into RNA (mRNA). During transcription,  a DNA sequence is read by an RNA polymerase which produces a complimentary anti parallel RNA strand. So according to the requirements process is carried out.

In transcription,only a particular region of dna is converted into rna,so it is necessary to define the particular region of the dna strand that is going to transcribe Hope it helps
