I think, something is wrong in the question.. The price of 3t.v and 2vcr must b 31000/-. Then, cost price'll b 7000/- for each tv and 5000/- for each vcr.. Therefore, selling price of tv'll b 8000/- each with the profit of 1000/- and that of vcr'll be 5500/- each with the profit of 500/-.

shopkeeper want profit of 1000 on tv and 500 on vcr Hence seling price be x+1000 and y+500.
sp of 2 tv and 1 vcr is : 2(x+1000)+ 1(y+500)=21500 ie. 2x+y=19000.
solve by linear equation in two variable method {eliminating coeff method}
x=3000 and y = 13000.
