What are the functions of the Chief Ministers and the discretionary powers of the Governor



Functions of Chief Minister
 
1)  The Chief Minister is the leader of the ruling party in the State  and he chooses the council of ministers
 
2)  He allots a portfolio or department to the council of ministers and presides over the meetings of the Cabinet. 

3)  The ministers remain in office as long as Chief Minister is in power. He is also the leader of Legislature and no law can be framed without his will. 

 
Discretionary powers of Governor
 
1)  If no party gets an absolute majority, the Governor can use his discretionary powers in the selection of CM of state
 
2)  During an emergency, he acts as an agent of the President and becomes the real ruler of the State.
 
3)  He can pardon the punishment awarded to any criminal under the state rules
