Brutus means to say that since the people of Rome agree that his actions were selfless and justified for protecting Rome's democracy, he declares that he has offended no one as the people of Rome agree with his actions. He also declares that had it been Brutus himself, he would've advocated the same course of action.

he means that if the people have agreed that he has not done wrong then well moved. and if he himself does wrong to the people , then he asks them to kill him too kill
