Gram Sabha is considered as the foundation of the panchayat raj system. It is defined as a body consisting of persons registered in the electoral rolls of a village which constitute the area within the panchayat at the village level. Thus, Gram Sabha is considered as a village assembly consisting of all the registered voters in the area of panchayat.
Gram Panchayat or village panchayat is defined as the lowest grass-root level institution of the panchayat raj system. It has instituted the local-self governance system in India and it has the sarpanch as its elected head. The Gram Panchayat is divided into many wards and each ward is represented by a ward member who is directly elected by the villagers. These elected ward members constitute the members of the Gram Panchayat.
