A cell membrane or neuronal membrane with resting potential across it is said to be polarised. Polarisation of membrane occurs due to difference in ion concentration(resting potential). Outside the plasma membrane is extracellular fluid which is positively charged with respect to the cell contents inside the plasma membrane which is negatively charged. This difference in electric charges is responsible for polarised membrane.

In the normal(resting) condition, the outer side of the nerve fibre carries positive charge. This is called polarise cell. This polarisation is due to more Na+ ions outside the axon membrane.
