'Liberty indicators' are those indicators which represent the extent of demographic participation in the social and political decision making. In other words, it is an index used to measure the participation of the people in taking decisions.
They should be included in the human development index along with the index of income,health and education because without it the measure of HDI remains limited and incomplete.
Some 'liberty indicators' measure 'the extent of constitutional protection given to rights of citizens' or 'the extent of constitutional protection of the Independence of the Judiciary and the Rule of Law' which have not been included In HDI yet. They are important as indicators of development because development is a multi-dimensional phenomenon and not just limited to economic growth.
