Low sugar concentration or high water concentration means less number of solute particles and more number of solvent particles. 
High sugar concentration or low water concentration means more number of solute particles and less number of solvent particles.
Here movement of particles will take place from low sugar concentration to high sugar concentration through a semi-permeable membrane that is osmosis is taking place
