what happens if a  short length of the RNA is lost during transcription

If you are talking about mRNA, then I would like to let you know that the basic function of mRNA (messenger RNA) is to serves as a template for protein synthesis. DNA is transcribed to form an mRNA, which in turn is translated to form protein. [Central dogma of molecular biology]. If a short stretch of mRNA is lost, the information will be lost along with that part, so the mRNA will not be able to serve as a template, and hence protein synthesis will not take place.
