point can be anything whose position remains fixed all the time.

A well defined coordinate system through which we observe an event and measure the quantities with respect to that system is called a frame of reference. This can be of many types.
In general a coordinate system is used to specify the position of any particle.

The frame of reference is a system of coordinate axes, which is attached to an observer having a clock with him with respect to which the observer can describe position,displacement etc of a moving object or any other object. This would of course be with respect to his own frame.
