This is because the speed of sound in air is about 344 m/s and the speed of light in air is about 300,000,000 m/s. It is clear that the speed of light is very great as compared to the speed of sound. In the rainy season, due to very high speed of light, the flash of lightning is seen first and due to comparatively low speed of sound, the sound of thunder is heard a little later. Loudness is the characteristic of sound, which determines how far it can travel before dying out. As mentioned in the image you posted there are not many atmospheric factors.But if you see lightning but don't hear thunder, it is because the thunder is too far away. Sometimes, people refer to this as heat lightning because it most often occurs in the summer , but it is no different from regular lighting.
