Both semipermeable and selectively permeable membranes are the same.
The membranes which allow the passage of only a few selective substances across it are referred to as selectively permeable membranes or semi-permeable.

The plasma membrane is a semi-permeable membrane present outside the cell. It allows certain molecules to pass through it while stopping others.

Osmosis is the movement of solvent molecules from a region of their higher concentration to a region of their lower concentration, through a differentially permeable membrane.
