The statement means that  the number of people in a population always increases at a faster rate than the supply of food. 
This is also called as Malthusian Theory Of Population. 
Geometric progression is when numbers are increasing and the ratio between  two consecutive number is same, Arithematic progression is when the difference between two consecutive number remains constant as the set of numbers increase.
