What is the role of public opinion in any Democracy?

In a democracy, it is the verdict given by the majority electorate that is considered as general will and the mandate is given in favour of the political party or candidate who is supported by the majority votes. Hence, the role of public opinion is very decisive when the election of government is concerned.
