CO (carbonyl) is a neutral ligand.
It does not affect the oxidation state of ligand nor does it affect the charge on the complex.
For example: Fe(CO)5 - CO is a neutral ligand. Oxidation state on Fe is Zero
Ni(CO)4 oxidation state on Ni is zero.
