The value of a polynomial at a particular point is when you put a constant value in place of the variables of a polynomial to get a resultant value. 
For example:
Let the polynomial be: 2x2 + x + 1
Therefore the value of this polynomial at x=0 is:
2 x (0)2 + 0 + 1 = 1
Hence, 1 is the value of this polynomial at x=0
