Development depends upon the availability of skilled people who can work in agriculture, industry and services sector. Unless there is a sufficient number of people who can work and consume various products, the economy will not be able to develop different industries. In that case, the economy will not develop. 

However, the mere availability of people is not enough for development. Such people should also be sufficiently skilled, educated and healthy. Hence, what is important is not just population, but a skilled population which can provide the human capital for development.
