What strategy did gulliver use to bring the ships of Blefuscu to Lilliput ?

The Blefuscudians let out a scream of grief and despair when they saw Gulliver pulling at the end of the whole fleet of their ships all at once. They had thought he would have let the ships run adrift or fall foul on each other but their grief and despair was inconceivable judging by the scream they let out.
