What was the advice given by the wisest men

The wise man advised the king that the arch is the culprit and so it should be hanged. But when the arch was being led to the scaffold, one councillor said that the thing which touched the king’s head should not be put to so much disgrace. The king agreed to this. By that time the king however was able to perceive the mood of the angry crowd standing there. So, he ordered to set up the noose at a height and the person who would fit the high noose was to be hanged. Unfortunately, it was the king himself who was tall enough to reach that height. Therefore, it was decided that the king should be hanged.
