What were the action plan of government with regard to institutional reforms(land reforms)?

The action plan of government with regard to institutional reforms (land reforms) were:
1. Abolition of Intermediaries: The government took steps to give ownership of land to the tillers to enable them to increase their profit from surplus productivity. Intermediaries i.e. zamindars have been abolished.
2. Ceiling on land holding- To promote equal distribution of land, ceilings has been imposed on land holdings. The land above ceiling has to be distributed to landless farmers.
3. Co-operative farming- It was encouraged to increase the bargaining power of small farmers in the competitive market.
