PLease explain!

All the bases are not soluble in water. The bases which are soluble in water are called alkalis. When bases (alkalis) are dissolved in water, they become capable of conducting electricity and become good electrolytes due to the ionisation that is splitting of positive and negative ions. But some bases can not do so.
