When strech a thread on both the sides, with equal force acting
both the sides the net force is 0 But after that the thread will
cut If force acting is 0 how will the thread overcome surface
tension, how will it cut?

Dear student,Here I would like to mention that surface tension is basically taken in to consideration for liquid surfaces
But here the thread will be solid in nature so there will be no use of taking surface tension in account
so if thread is cut surface tension will not play its role but there will be the force which will cause the elasticity to play its role
