Which is more electropositive?...fluorine or neon?

Fluorine has a higher electron affinity than Neon
This is due to the fact that Neon being an inert gas do not react and are hence stable.This is because electron has to enter next higher principal quantum leading to an unstable electronic configuration.
Thus so Neon will have higher electropositive nature.
