The most oldest and traditional form of public enterprises is 'Departmental Undertakings'. They work under the Ministries of Government and have no separate legal existence. 

The following are its three advantages:
  • They are easy to form as they are formed under an Act of Parliament. 
  • They have high degree of accountability towards the public. 
  • The income of these enterprises goes directly towards the government treasury, hence are a source of income for the government. 
The following are the disadvantages:
  • They often face intervention from the concerned ministries. 
  • The departmental enterprises face lack of independent decision making. 
  • They are generally conservative in their approach and often do not take up risky projects.
