who constitute the permanent executive of our country?

Permanent executives are the salaried civil servants who are appointed on a long term basis. They remain uneffected even when the ruling party changes. In a democratic country like India, executives have two categories : Political executives, who are elected by the people for a specific period of time and Permanent executives , who remain for a long term. Permanent executives, unlike Political executives are not answerable to people for the consequences of their decisions. Permanent executives assist Political executives in carrying out the day to day administration.
Example of Permanent Executives are : IAS , IPS, IFS officers etc.
