1.First the rulings of supreme court:The Supreme Court of India ruled in 1992 that reservations could not exceed 50 per cent, anything above which it judged would violate equal access as guaranteed by the Constitution.
2.Cabinet or government of Morarji Desai gave backward classes an exclusive access to a certain portion of government Jobs and slots in public universities, and recommended changes to these quotas, increasing them by 27% to 50%.
