Who discovered wool and when?

There are contradictions regarding who discovered wool and when.

In some sites, it has been reported that wool was first time spun and woven by the tribes of Northern Europe even before 10,000 B.C. 

While some say that the spinning of wool into yarn was developed around 4000 B.C.

Nowhere it is clearly mentioned who discovered wool and when.
