why comets are called time keeper?

Comets revolve around the sun in orbits just like planets. The too, have a fixed period of revolution. That is why, they are also used as timekeepers. Consider as an example, the Halley's Comet. It has a period of revolution of 76 years. So if we see the Halley's Comet today (We wont... But just for your understanding) and we see the Halley's comet after a long time, and we did not know the year, Then we can say that 76 years have passed since the last time we saw it. This why we can use comets to know the time.
