Jo wanted the wizard to hit mommy because being a child she was thinking about the Roger squank who from now onwards will not be able to play with his friends i.e. the sea creatues.

According to Jo ,Roger Skunk was happy with his new smell of roses and should have been allowed to retain it. As a child , Jo related herself to Roger Skunk and disapproved of Mother Skunk taking him back to the wizard to get his old foul smell. Thus Jo wanted the wizard to hit the mommy on her head .
