Why did the General not order immediate arrest of Dr. Sadaowho had sheltered a white man?

Sadao was a very good surgeon. General was not keeping well. He had been told that he needed to get operated any time soon. He needed sadao fr the operation hence did not order for arrest.

because general was under Dr. Sadao's treatment if he arrests him then under emergency conditions Dr.Sadao may not support and he may die so better he keeps Dr.Sadao out of this

Sadao was a very good surgeon . As General was under DR:Sadao's treatment , if he arrests him then in emergency conditions ,general need Sadao to treat him because he won't trust anyone . General had been told that he needed to get operated any time. Since he needed Sadao for the operation he did not order for arrest.
